GLOBAL COAL TO CLEAN POWER TRANSITION STATEMENT
우리 서명자들은 석탄발전이 지구온도 상승의 가장 큰 원인이라고 언급하면서 에너지 전환을 가속화하기 위해 청정 전력 배치를 시급히 확장해야 할 필요성을 인식하고 있습니다.
우리는 청정 전력을 전 세계적으로 가장 저렴하고 접근하기 쉬운 옵션으로 만들기 위해 협력할 것이며, COVID 대유행으로부터 더 나은 결과를 얻을 수 있는 경제적, 보건적 이점을 제공할 것입니다.
우리의 공유된 비전은 파리 협정에 따른 공동의 목표를 달성하는 데 필수적인 것처럼 감소되지 않은 석탄 발전에서 벗어나 2030년까지 노동자와 지역사회에 혜택을 주고 모두를 위한 저렴하고 신뢰할 수 있는 지속 가능한 현대적인 에너지(SDG7)에 대한 접근을 보장하는 방식으로 전환을 가속화하는 것입니다.
'감소되지 않은' 석탄 발전은 G7 및 IEA에서 탄소 포획 활용 및 저장(CCUS)과 같은 이산화탄소 배출 감소 기술로는 완화되지 않는 석탄 발전 사용을 언급하고 있습니다. 자세한 내용은 본 G7 보도 자료(2021년 7월)와 2050년 IEA '제로' 보고서 193페이지에서 확인할 수 있습니다.
NAT은 이러한 글로벌 전환을 추진하기 위해 다음과 같은 조치를 취할 것을 약속하며, 다른 기업들도 이와 유사한 노력을 기울이도록 권장합니다.
1. 에너지전환위원회(Energy Transition Council)의 지원을 포함하여 야심찬 노력을 기울인 국가들이 보여준 리더십을 인정하여 청정 발전 및 에너지 효율 조치의 배치를 신속하게 확대하고 다른 국가도 이를 지원할 수 있도록 지원합니다.
2.우리의 기후 목표와 파리 협정에 부합하고, 리더십을 인정받아, 주요 경제 및 2040년대(또는 가능한 한 빨리)에 감소되지 않은 석탄 발전에서 벗어나기 위해 이 10년 동안 기술과 정책을 신속하게 확장할 것입니다.n 과거 석탄 동맹 전력화를 포함한 야심찬 약속을 하는 국가들이 있습니다.
3. 신규 미감축 석탄화력발전사업 신규허가(신규 석탄화력발전사업은 아직 재정마감이 되지 않은 석탄화력발전사업으로 정의됨)를 중단하고, 미감축 석탄화력발전사업의 신규 건설을 중단하며, 미감축 석탄화력발전사업에 대한 신규 정부 직접지원을 중단합니다.국제 석탄 화력 발전, 노 뉴 석탄 발전 콤팩트를 포함한 야심찬 약속을 한 국가들의 리더십을 인정합니다.
4. 피해를 입은 노동자, 부문 및 지역사회에 재정적, 기술적, 사회적 지원의 강력한 틀을 제공하기 위한 국내외 노력을 강화하여 감소되지 않은 석탄 발전으로부터 벗어나 정의롭고 포괄적인 전환을 하고, 모두에게 청정에너지에 대한 접근을 확대함으로써, 카운트의 리더십을 인정합니다.Ries는 COP26 정의로운 전환 선언을 지지합니다.
우리는 개발도상국, 노동자 및 지역사회가 석탄에서 벗어나 지속 가능하고 경제적으로 포괄적인 에너지 미래를 실현하기 위해서는 지원이 필요하며, 이러한 지원을 위해서는 국제적인 협력이 필요하다는 것을 인식하고 있습니다.
우리는 공유된 비전을 실현하기 위해 상당한 진전이 이루어졌지만, 우리의 과제는 아직 완성되지 않았다는 것을 인식하고 있으며, 향후 몇 년 동안 글로벌 에너지 전환을 가속화하기 위한 노력을 배가하면서 다른 기업들도 동참해 줄 것을 요청하고 있습니다.
